Implement cuttlefish to use as camera trigger #28
Description
This one is currently blocked by a refactor @Poofjunior is finishing for the https://github.com/AllenNeuralDynamics/harp.device.cuttlefish.
Once refactored, the new board should be a near drop-in replacement in the current workflow. The video output data format will not need to change. For now, we will look the task to only allow 2 simultaneous frame rates (ie.: 2 controllers). We can expand the pattern if needed later.
