12-hour course "Next offering" default

I think we set the default for the 12h course pages to read the next calendar year number if there are no courses scheduled. This year, we are not scheduling the whole year at once, so it has to say something less definitive. So:

On the course page headers, if no scheduled offerings, after "Next offering:", "to be announced" instead of the next cal year?
