[BUG] portal cloud shell resizer is broken

To Reproduce

click cloud shell button so the cloud shell shows up in a resizable pane at the bottom of the browser window.
Grab the resizer bar and drag upwards to make the cloud shell larger.

Observed Behavior

The resizing stops working unless you move the mouse very very slowly.

Expected behavior

Smooth resizing should happen regardless of mouse move speed.

Is this specific to Cloud Shell?

Accessing through the azure portal.

Additional context

This is a common UX bug that happens if you are listening to mouse move events at the wrong level of the "UI element hierarchy". If you list to mouse move events at the top of the UI element hierarchy then you will not have this bug.

I also have to deal with this every time (never tried starting shell from main page, I'll try that next time). Found also once you grabbed the resize bar and it "loses" the mouse cursor, you can use the UP arrow key to resize the window then just find it again with the mouse and do another click, to lock it. Same behaviour can be done in regular Windows, I use that occasionally for reasons.

Not sure if it's related to this bug (maybe as a result) but when I copy a lot of lines, often it the screen starts overwriting the same line again and again and not progressing/scrolling up the previous console log. This is extremely frustrating since you can't tell what exactly has happened. Sometimes I have to "restart" or run "clear" command and it fixes it but not always.

Portal dev team has narrowed down the resizing issue to only occur on Portal pages with iframes (which is most resource detail pages), which is why it works normally on the Home page but iffy elsewhere. They believe they know how to fix it and are currently targeting to release the fix in June.

@Viktor-Venczel Would you be able to share the steps to repro the copying issue, maybe video/screenshots if possible? I'm not sure I've seen that bug before. Feel free to make a new issue or comment in this thread.

The fix has been committed and is currently deploying. Still on track for June.
