Epic: Improve azd experience for quota availability

Goal:
Help customers succeed more often by proactively guiding them through quota availability and provisioning options, reducing frequent deployment errors caused by quota issues. Improve the user experience in azd so customers clearly understand their quota constraints and are aided with actionable alternatives or next steps when limitations are encountered.

Scope

• Leverage existing compose tooling/features to accelerate implementation.
• Investigate and design an extension mechanism to intersect and manage quotas across services and workloads.
• Figure out and design a preflighting step for quota provisioning (detect/resolve issues before attempting provisioning).
• Expose quota provisioning primitives so they are usable by extensions and external projects (e.g., Foundry).
• Deliver a minimally viable implementation for Foundry in this sprint.

Acceptance criteria

• Catch and report common quota/setup problems
• How to use in extensions documented and demonstrable
• Existing compose learnings considered / reused
• Customers are offered clear guidance and options when quota errors occur in azd deployments.

Priority: Urgent (sprint commitment)
