Refactor Log Level

With the changes made in PR #3203 it allows us to refactor other sections of the Log Level.

• Remove all sections that pass a logger as a parameter inside of a function in the FileSystemRuntimeConfig.cs
• Change the way we update all of the logs and see if they can use the new Dynamic Logger
• Check which logs are necessary and change the messages of the logs to make them more clear.
