Incorrect codegen for multi-service

tcgc v0.65.0 has introduced changes that causes bad codegen in suite service/multi-service. It has been commented out as part of the upgrade.

There is another problem here. For combined clients, the API version param is in the constructor for the top-level "factory" client. This doesn't make sense as all sub-client have their own discrete set of API version values. Instead, the API version param should be in the client accessor method.

I still think we should implement Default for every client if there is indeed a default api-version, even if it's inheritted. Can we tell / get the info when it's inherited from a factory / top-level client? If not, then I think adding it to a client method options for a client accessor (we should still have those and probably "merge" them with the parent client options) would be fine.
