Name:
Alexandria Leggett

Theme:
Policy and Legislation Reform

Brief description of your idea:
(1) Enlist IBM Technologies such as Blockchain, Quantum Computing, Watson Internet Of Things (IOT) to tackle the environmentally disparate living conditions in predominantly Black Communities

  • As a global organization, part of our duty is to responsible stewardship. IBM has consistently reflected inward, extended our services and our smarts to mankind’s problems all over the world. I believe that by focalizing that effort on zip codes with high environmental living disparities like Chicago, we can target black communities in need by collecting and analyzing data, performing case studies, and ultimately cultivating IBM solutions that create access to much needed clean air, water, and food sources.

Along the way, we may also gain an overarching perspective that will enable us to more visibly see the bugs that have been “built” into predominantly black living environments across the country; thus, programming them to cyclically fail it’s patrons.

(2) Create Alternative Algorithms that eliminate the “implicit bias” causing African Americans restricted access to equal Healthcare & Financial Support

As we task ourselves with tackling disparities in resource allocations to the
Black Community, particularly Healthcare and Finance, we begin a subcutaneous dive into the core procedures that help foster discriminatory bias. By first identifying the current biases and developing an alternative algorithmic method, it allows us to:

i. Unearth the origin of biased resource allocations
ii. Juxtapose the impact of disaggregated vs. aggregated data on healthcare and financial decision making in selected environments.
iii. Demonstrate how to bridge the gap in a way that supports the overall equality and betterment of African Americans
iv. Corroborate and further enhance our push for policy change

What makes your idea unique?:
My ideas are unique because they unveil the inequality undergirding the socioeconomic hierarchy across racial lines that skew the lens of perception and limit access to critical resources in African American communities.

What would be the impact of your idea if implemented?:
We would level the playing field by giving African Americans equal living conditions, but more importantly increase life expectancy, help to lessen the proliferation of diseases as a result of lack of access to clean water, air, and food. The ideas would also enable more black businesses to not only come to surface by eliminating implicit bias in loan making decisions, but allow the existing ones to survive.

Skills to contribute (e.g. development, architecture, research, design or anything else):
