Verify Legacy Data can be Extended with New data

@JohnGood @cgelino @maswain @GBruceB . Who has tested this feature? Do we have a formal test matrix somewhere on confluence to keep track of the results of this test and others?

I'm happy to run through the basic reduction tutorial again to verify that this feature works, but I think several of us have done that and actually tested this feature in other ways.

@bjfultn This is basically what I am testing since using new data is the only way to test that the system works. That's what brought up my problem with the empty RV files.
