Placeholder for ENSO IOMB dataset

Unsure whether ENSO diagnostic is done by PMP instead of IOMB as there are various metrics by PMP already.

@hb326 @bouweandela @lee1043 Depending on who is providing the ENSO metrics (if I'm not mistaken it might be half ESMValTool, half PMP), could you specify which reference datasets you are using? If it's not on this list already for a different diagnostic, then we need to sort out whether an obs4mips proposal needs to be submitted ASAP.

@dhegedus99 thanks for creating this issue. ENSO diagnostics will be done by PMP and ESMValTool. It is using the following datasets: TropFlux, GPCP, HadISST, ERA5. I guess TropFlux is yet in obs4MIPs proposal, is that correct?

@lee1043 The CMIP IPO has not heard back from TropFlux about relaxing their license. If you have made contact with anyone on the TropFlux project, please provide me/CMIP IPO with their contact details as soon as possible, otherwise the REF won't be able to use TropFlux.

@dhegedus99 I haven't had a chance to interact with anyone from TropFlux, and I wonder if @gleckler1 does.

We'll be able to use it as data policy is more relaxed - but alerting them of it inclusion in obs4MIPs is a good idea. I will do that.

@gleckler1 it wasn't clear to me whether there were any restrictions regarding commercial use based on their data policy. If that is not an issue and it is indeed CC-BY-4.0, that's great! If you could provide me with an email address so that the REF delivery team and the CMIP IPO can contact them about using their dataset in the REF, I would really appreciate that!

Regarding TropFlux, below is the global attributes that I can see from their netcdf files:

They listed praveen.b@incois.gov.in for contact.

Since the data is developed a decade ago when the license standards were not very widely practiced for climate data, so I think it is understandable if we can not find current days' license statement, but it is promising that they have indicated that " TropFlux data is freely available for research and education purposes." in their data access policy.

Yes, that is the email address we have tried already, as well as the more general incois email address, but have had no response. So if there's a more up-to-date email that would be useful!
