Clicking "back to home" from custom checks editor takes you to "screeners" tab, not "eligibility checks" tab as expected.

I don't think this is actually a bug, since "home" is the root screeners tab, but I do think the UX is confused and see it as part of the existing #289 issue (and related #354 PR).

I think the right course of action is to revisit #289/#354, this time using the new hamburger menu that was implemented separately and following my review comments on #354 regarding navigation.
