I moved there and the problem disappeared

While the rest of the folders (scripts, scripts-opts) is in "/etc/mpv"

Hello there! Looks like you did the right thing: All your configuration files and custom scripts belong in your /home//.config/ folder.
The user-input.lua belongs in /home//.config/mpv/scripts, the user-input-module.lua gets dropped in /home//.config/mpv/script-modules. On Arch Linux I need to set the LUA_PATH environment variable to my shell like mentioned by CogentRedTester - the author of this script here. (If you use Bash or Zshell, just add a line like this to either your .bashrc or .zshrc config file in your home folder:

export LUA_PATH="/home/<username>/.config/mpv/script-modules"

On Linux we separate the root folder with binaries, core files and also core configuration files and everything customized by the user finds its place in the /home/ directory. That makes it pretty easy to backup the config files, keep the core files clean, the packages easy to upgrade and allows several users on the same machine with personal settings and customization.

Although I'm not familiar with the scroll-list.lua-script you can easily debug the scripts by hitting the ` key (tide left to the 1-key) after you started mpv with this command to bring up the console and check for hints and errors:

mpv --script=/home/captcapslock/.config/mpv/mpv-scripts/user-input.lua --no-osd-scale-by-window <filename.mp4>
