Add metadata fields to official datasets

we would like to add 2 fields to the metadata of the official DUNE datasets
one--a "current" field that indicates that this official dataset is the current version of the dataset.
two--a "diskresident" field that indicates that this dataset is, and should be, resident on disk.
(and possibly three)--an "official" flag because I've noticed that a few people have made datasets with "official" in the name
without going through the data collections manager.

Proposal, adding the following boolean dataset parameters

  "datasetpar.current" : true,  # this would be point to the latest version of the dataset
  "datasetpar.official" : true, 
  "datasetpar.diskresident": true # this would need to be update once data is removed from disk
}

Then update https://dune-tech.rice.edu/dunecatalog/ to add those parameters to the query, e.g.
metacat query "datasets matching higuera:*preliminary having datasetpar.current=True and datasetpar.diskresident=True"

fardet-hd namespace is done, you can try the following queries

metacat query "datasets matching fardet-hd:* having datasetpar.official=true"
metacat query "datasets matching fardet-hd:* having datasetpar.official=true and datasetpar.diskresident=false"
