Update the curl download description text on the AnVIL cohort and dataset export pages.

Changes

Cohort export (buildExportMethodBulkDownload)

Current:

Obtain a curl command for downloading the open-access portion of the selected data.

New:

Generate a curl command for downloading the open-access portion of the selected data. Open-access datasets are hosted through the AWS Open Data Sponsorship Program, which covers storage and data transfer costs.

Dataset export (buildDatasetExportMethodCurlCommand)
