False warnings about equal appraisals

warn_on_equal_appraisal_outputs will emit debug messages when the metrics are equal but we are still able to differentiate them by commission status/year using compare_asset_fallback. I'm not sure we want the message unless the fallback also won't work.

To Reproduce

Running most of the example models in debug mode

Expected behavior

We should only see debug messages when there is no way to differentiate the appraisals and we are picking the best investment option arbitrarily from equally good choices
