Add more guidance on documenting of data quality

It is always helpful to have text to support the decision around what data quality scores are given. Can we be more explicit in how (and in what field) we suggest users do this?

We added a section to the data treatment field for this a few months ago - https://flcac-admin.github.io/FLCAC-docs/metadataguidance#data-treatment-mandatory. It could probably use more detail.

Oh I see yes. I think we probably need content in the data quality section as well pointing to those sections. Right now we point to EPA's guidance document, but that is probably much too long for most users to use. We should probably add a separate dedicated data quality page.
