Build Process

Currently There's no single build script or procedure in a COMPILING.md or in the readme. This should probably be changed.

As an additional note I believe that the previous GH repository was deleted, and this one was recreated with the same name. I have no idea what was said 2 days ago but I can't access it now.

@StripedMonkey Sorry for the confusion. The name of this repository is "QDriverStation-Rust" to avoid further confusion. This version is still in a draft stage, we are still planning how to design and implement it.
