"Asked But Declined"

Describe the concept

Literally, it means certain information has been asked for but refused.
Semantically, we need to consider:

1. Be generic to all type of information to be asked or be specific (e.g., 'Sex Asked But Declined')?
2. This concept leads to the outcome being Unknown and just add more detail on a process (i.e., asked but declined). Shall we start with Unknown concept first and make Asked But Declined a sub-type of it?

Why should this be included?

It is necessary to have the Unknown value for sex or gender besides male, female, and intersex.

You are right that there is a need to represent cases in which a value is not available because the information was requested but declined. However, from a modeling perspective, this is not specific to sex or gender itself. Rather, it concerns the process of asking a question and obtaining no disclosed answer. In other words, this is better modeled in a subdomain related to data collection or question-and-answer processes, which in this case happens to apply to sex and gender.

For that reason, we do not plan to include "Asked But Declined" as a concept directly under the sex/gender branch at this stage. Instead, we consider this a broader modeling requirement that should be addressed in a separate subdomain, with possible reuse across different kinds of requested information.

We will consider the inclusion of such a subdomain in future versions of the ontology.
