Use Nationale Terminologieserver for validation

Within IKNL, it will be discussed if we want to have one common NTS account or use a personal account.

We were able to use the NTS for validation. This solved errors reported by the tx.fhir.org but gave other errors in return because of missing codesystems in the NTS.

We have to decide if this fix is realistic to be ready before the rc-2 release. If this is not realistic we need to take a look at the warnings related to this issue and check if we need to silence anything.

Discussed with Marieke today. Indeed, Nictiz will very likely not be ready with the NTS syndication before our planned release. Therefore, we will run the IG publisher QA with and without the NTS and make sure that all the errors are solved or documented in the ignoreWarnings.txt before the rc2 release. --> #114
