Support reprocessing of SWAPI and SWE with definitive ephemeris (Phase D deferred) #63

Summary
Direction from Dave is that we should be reprocessing SWAPI and SWE with the definitive ephemeris once available, at least at the point of preparing for a data release.
Because the reconstruct does get updated, we probably want to define a manual reprocessing window, rather than always reprocessing as soon as there is a reconstruct.
This is probably primarily a process task, not a coding issue.
Requirements
Define when and how to reprocess SWE and SWAPI given reconstructed ephemeris and ensure this is documented in regular SDC procedures.
