ULTRA event ID update

Event ID should be a hex combo of APID, MET, and an event counter if the APID and MET are the same (0 if unique).

The event ID will be a SHA-256 hash of all comma-separated event fields (from MET and sequence counts through phase angle) at L1A. This ensures that a particular event appearing in both the raw data and a priority repeat can be uniquely identified.
