ULTRA limit fov for 3month maps

The ULTRA team requested that we build psets with a more limited FOV. This will effect l1c code.

Science justification from George.

Near the FOV edges of Ultra, intensity reconstructions suffer from large uncertainties mostly driven by our poor understanding of the instrument response beyond ~+/- 40 deg in theta (instrument coordinates). This results in large intensities forming a ring around the FOV in the heliospheric maps. At first, we believed this problem would fix itself with more data, but it has been shown to have a residual impact. To remove this effect, the FOV (in theta) must be trimmed to values less than approximately +/- 40 deg where the instrument response is ideal.
