ULTRA l1b - produce priority 1,2,3 and 4 de products

Right now we are only producing raw de priority events. We need to also produce priority 1,2,3, and 4. Raw de will be used in the culling calculations while priority 1 de will be used to produce the psets. There should be other APIDS for p1,2,3,and 4. They will need to be processed into l1a and l1b. The ULTRA team told assured me that our l1a/l1b de code should be the same for all priorities.

Once this is in place the ULTRA team may want to decide per pointing which products are used for culling/psets. Possibly in an ancillary file. This is TBD.
