CDF: add epoch delta if doesn't exist for L1 and L2 CDF files

I noticed that some instrument don't have epoch delta. We need to check and update for everyone to have epoch delta and update common utils to add it by default.

Technically, all instrument's epoch time should be center time. Therefore, epoch delta should be same. Review and update as needed.
