Update system metadata to meet guidelines.

requirements:

DATASET
The dataset level captures overarching descriptive and administrative information that applies to entire data collections. This level includes essential elements such as title, abstract, responsible organization, and overall temporal and spatial coverage that enable initial data discovery and assessment.

RESOURCE
The resource level addresses individual data files, measurement collections, or analytical products that comprise larger datasets. This intermediate level captures technical specifications, file formats, and processing information that supports detailed data evaluation and use planning. The resource level also accommodates the common situation where single datasets contain multiple data types or represent different processing levels of the same underlying measurements.

FIELD
The field level provides detailed specifications for individual measurement parameters and attributes within data resources. This finest level of granularity supports advanced analytical applications and enables precise understanding of data content and structure. The hierarchical approach ensures that users can access information at the appropriate level of detail for their specific needs while maintaining comprehensive documentation for all data elements.
