Add branding icon for Windows environment

Add Branding Icon to taskbar and main window for Windows users. Add icon to install too.

looks like the msi installer does not preserve the icon in the packaging, it might be a jpackage configuration.

@IanReyes44 @tylermlui do we have an ico file already? If so we can use it with jpackage in build.xml:
