msi upload debug file gen crashes upload

generation of the debug file is preventing the test upload interface from occurring. we should detect if the target directory can not be written to like when it is not in the ide and write the debug file to the userprofile .jdm dir version instead.

@tylermlui @JasmineRRod I think we need to do the 0.7.1 releases for macos and debian so we can test the upload interface. good opportunity for you guys to practice making a new release and when the test server is up make sure that the new 0.7.1 can upload to it and we suspect that the 0.7.0 can not because the failure of creating a diagnostic file tanks the upload operation.
