hdds_to_ccdb.py needs to have better checks on the input - at least remove # comments on the first line and remove leading spaces on the first line of the XML file

I would prefer to decouple the hdds project from ccdb-specific scripts. Having them here in a public repo gives the impression that anyone who has a geometry change to test can check them into the active ccdb. I have my own scripts that I keep in a private area outside of GitHub, as I am sure others do ask well. Can ccdb_to_xml.py and hdds_to_ccdb.py be moved into another project, perhaps one with a more restricted audience?
