Treat infinite intervals specially

• Bisect them until they are finite.

• Add a check to not bisect if nextfloat(a.lo) == a.hi.

This is really / partislly about treating atomic intervals specially, and needs to be addressed in IntervalArithmetic.jl.

Basically we should not try to keep bisecting if an interval is atomic.
