Bug: Parameterized URLs should always capture default states

Describe the bug

Since the timeframe always default to the past 5 years in the chart, for example, or the latest year of data in the heatmap, sharable links may not always link to the same exact configuration if new years of data have been added/deleted since the time when that link was generated.

Where Is Bug/How to Recreate

Steps to reproduce the behavior:

• Any page with sharable links (heatmap, chart, schools, school profiles)

Expected behavior

• At minimum, whenever there is a share button, the year should always be parameterized in the URL, especially for the latest/default year.

Suggested fix(es):

• Always add the year parameter to the link when clicking "Share"
