Add some settings to disable the in game switcher and add offset to it

The in game UI is blocking my qolmod texts

i don't need that UI anyway since i mostly use the one on the pause menu

Describe the solution you'd like

• An option to disable it would be nice (i think there's an option to make the opacity zero on the setting, but a quick disable toggle would still be nice and quite an optimization so that the drawing calls doesn't happen every tick if it isn't needed (cmiiw)
• Another option to choose where to place it (top left, top right, etc) and offset by how much unit would be nice too

You can already change it's position on the Practice Settings screen.

I'll add the toggle only because it would be the only way to disable touch input.

I will say that this is only coming to the 2.2081 version of the mod, 2.2074 is EOL.

You can watch the remaining issues in the 1.4 milestone get lower each day, I'll probably finish that tomorrow, after that PersistenceAPI needs to get to a usable state and I'm gonna try to make a trailer to present the mod since it's relatively obscure.

You can try using the latest git build and a working PersistenceAPI build but that WILL crash on a lot of 2.2 levels until persistenceAPI is fixed, also the ground of the gamemodes with non-free camera (ship, ufo, etc) may be misaligned sometimes (also persistence API stuff).

I'm about to make another commit closing another issue, btw.

I can try to fix PersistenceAPi myself, but I'm not familiar with the codebase or how the gd internals work, so youy may have to wait until sabe has time for this sometime this month.
