[Gastown] Systemic dispatch failure: Polecats permanently routed to triage #1960
Description
What happened?
After creating a convoy, polecat agent is permanently routed to triage queue. Agent receives triage items but has no permissions to resolve them. Infinite loop. No work can be executed. Agent reset does not fix. Convoy deletion does not fix. Rig is completely unusable.
