[Gastown] Triage/refinery agent dispatched as polecat lacks permission to resolve triage requests #1964
Description
What happened?
The refinery agent in rig 9da4b08f is being dispatched as a polecat but lacks permission to resolve triage requests. This causes escalation loops: the refinery reviews a bead, sends a rework request, but then the triage agent (same refinery) cannot resolve the triage because it's running as a polecat without triage permissions. This happened with bead 85883d17 (PR #44 HSTS branch contamination). The refinery correctly identified the issue and sent a rework, but then escalated with "Triage agent dispatched as polecat lacks permission to resolve triage requests".
