What happened?

Bug Description: The escalation system is re-raising escalations that have already been acknowledged and closed. Multiple escalations from today and previous days are being re-escalated with messages containing "ESCALATE_TO_MAYOR: Acknowledged" indicating they're system-generated re-escalations of already resolved issues.

Evidence:

  1. Multiple escalations closed earlier today are being re-raised
  2. Re-escalation messages contain "Acknowledged" text
  3. Examples: Tax rate inconsistency, dotnet command issues, PR verification workflow
  4. All were already addressed and closed by the mayor

Impact:

  • Creates noise and confusion
  • Wastes system resources
  • Makes it hard to track actual new issues
  • Interrupts productive work with false alerts

Reproduction:

  1. Acknowledge and close any escalation
  2. Wait some time (minutes to hours)
  3. System re-raises the same escalation

Expected behavior: Once an escalation is acknowledged and closed, it should remain closed and not be re-raised.
