Enhanced "Swell Life" can't be used

Describe the bug
The enhanced version of "Swell Life" does not activate when used, and no buff is applied.

To Reproduce
Steps to reproduce the behavior:

1. Login testgm/testgm
2. Acquire either Swell Life Strengthener or Swell Life Proficiency
3. Use either one

Expected behavior
Effect activation and buff application.
