Create CI scripts for gbfs-validator-java API

Description

Create dev, QA, and production environments in GCP and their corresponding GitHub workflows. The dev environment is already set up, but no GitHub workflow has been created yet.

Note: Currently the API jar that is being deployed is committed in the repo (See gbfs-validator-java-api.jar in gbfs-validator-java-infra/gbfs-validator).
We should change this to get the jar from maven central. It is put there by the gbfs-validator-java project.
