I cannot open the menu as admin on the dedicated server using Lcontr+LALT+C.

According to the mod description, yes. LS22 also had this feature to configure everything regarding all-wheel drive, etc.

yes...FS22 had this feature...but FS25 as far as i know, not....hope Mogli will implement this one day...

i think there are some parts copy/paste from 22...
