Add support for 4.x.x deployment

As a customer, I would like to use neoctl to deploy, configure and retrieve logs for 4.x.x Neo deployments.

This consists of two elements:

1. Feature parity with existing 3.x.x features
2. Additional capability to scale the deployment via CLI - for example, scale to 2 worker nodes, 2 extractor nodes, etc. (https://netapp.github.io/Innovation-Labs/projects/mlai/neo/core/qs-docker.html#scale-services-independently)
