What happened?

When running a deployment that uses a process template step to deploy a helm chart, values sourced from a package are not being substituted into the template.

Reproduction

1. Navigate to Platform Hub and create a Process Template with a Deploy a Helm Chart step, and configure with valid data
2. Under Template Values, add a new values source and select "Files in a package"
3. Add the Process Template to a project deployment process and ensure that the Package Values Path parameter is set correctly
4. Run the deployment.
5. The values are not substituted
