Deployment Date verification

The consitency of the deployment date is not (yet) checked.

It recently happened that meta with deployment dates in the future (sometimes close, sometimes far) were successfully submitted to the GDAC.
We can separate in two cases:

• presumably meta preparation for coming deployment cruises
• error when filling the deployment date

two questions:

• do we allow meta file submission on the gdac before the effective float deployment ? (N.B. this means the float wmo will appear in index, while not yet deployed, which can impact various metrics)
• do we add a check on the meta deployment date that should not be in the future (nor before the first Argo ever deployed) ?
