[Feature]: Consider publishing build_and_run_rust_binary.py in patina-qemu #83

Feature Overview
Currently the Patina QEMU validation workflow uses the latest script in the repo.
It is worth considering whether the latest should be used or the script at the time the release was published. Using the latest has the advantage that bug fixes are immediately available without being blocked by a release. Using the release version could ensure that breaking changes in the script are not picked up in CI.
Right now, the tradeoff has led to latest being used.
