Refine issue templates

Description of the issue

I found the Your title should make sense if said after "The issue is <your issue title>" idea quite confusing.
None of the existing issues make sense after this..
Most are tasks or descriptions what this is about..

The security tab directs myself to this tab:
https://github.com/OpenEnergyPlatform/oemetadata/security/policy
which then has a 404 on the link to submit anything.

Ideas of solution

Sometimes I think that less is more. Eventually it makes sense to remove the security tab for this repository, as it mostly only contains a standard.

If you want you can submit a PR for that :) I now also think that the template idea was a bit overengineered.

Security Tab - Not sure if i cant see the option or the GitHub documentation is outdated. There is a bit of script code part of the repo yet i agree.

The "Report a Vulnerability" link is broken for me. Unrelated users are probably missing some privileges for this?
