Change user groups into organizations

Description of the issue

User groups shall be enhanced by organizations and projects holding permissions for tables.
In this first step user groups are renamed into organizations.

Ideas of solution

Add new model Organization and migrate data from UserGroup to it. Rename occurrences of group into organization.
