Setup NPM Publishing

We should have github actions setup to publish the latest packages to NPM.

We probably want to have an OpenSLO npm account for this.

I've created the organization https://www.npmjs.com/org/openslo 🎉 Reach @programmer04 or @ian-bartholomew to get membership when needed and let's set up a workflow for publishing
