[OpenSTEF 4.0] Add support for lazy plotting

I want to speedup plotting
So that I dont have to wait long during benchmarking and save storage space

Changes should be done by forking OpenSTEF 4.0.0 tracking branch (release/v4.0.0) and then make a PR back onto release/v4.0.0 branch.

Definition of Done:

✅ Acceptance criteria

• Instead pre-emptive plotting to html support on demand plotting using some sort of hosted ui where you can export the plot. One just points the tool to benchmark / parquet.
• This is NOT a replacement for plotting after benchmark but can be used as if configured.
