Update CPS data to the 2022 income year

Currently, tax-microdata-benchmarking uses CPS data for the 2021 income year. After IRS targeting data are updated to 2021 (see #368), we will need to update CPS data for the 2022 income year. This would be an opportune time to add related tests.
