[feature]: disable instance-type affinity when spot_nodes are disabled and used with sla 2+

What new functionality would you like to see?

For when spot_nodes are disabled, it would be great to be able to disable instance_type_anti_affinity_required.

How would you use this new functionality?

This will help reduce ec2 cost as it will not create additional nodes to meet the anti affinity requirement.
