Question about "Request Seat Rebalance" feature

I have what looks to be a clear case of seat rebalancing not working as (I) expected. Which could just means I do not understand how seat rebalancing works.

In this session, I have a student who is has been allocated an RD seat but doesn't need it.

This likely happened because the standard seats all filled up, and an RD seat was allocated to this student. Since then, other students left this session, so now there are Standard seats available. I would have thought requesting Seat Rebalance would move the student from the RD seat to a standard seat. But after clicking the button and waiting a few mins, nothing happened

Quick clarification: Maha tells me that the standard seat became available because she opened an extra seat (rather than what I assumed: that a student left the session).
