Refactor NEO handler and environment setup

- Migrate NEO handler from simple-neo.js/ts to a more robust neo.ts implementation
- Add enhanced environment variable setup with multiple fallback mechanisms
- Remove deprecated JavaScript handler files
- Improve API key detection and logging in api-client.ts
- Simplify handler import in setup.ts
