Endowed accounts: Treasury
Signers: msig signers - mainnet: 3/5 testnet 2/3
Tech Collective Signers: = msig signers

1. Mine a block -> receive rewards -> Give some initial money to treasury signers
2. Test msig: Treasury signers sign off on a treasury proposal to transfer coins to another account
3. Test governance: Governance signers make proposal, sign off, finalize proposal (runtime upgrade)
