Currently, BabelBot uses its own system for determining superusers.
Instead, it could leverage built-in messenger roles to determine which users can manage a group's "translation users" (users BabelBot translates for).
This option should be configurable, since low-budget operations might still prefer to have strict control over who can increase translation load.
